These come from public safety guidance, chiefly the U.S. DEA's Emoji Drug Code and child-safety services. The DEA's own caution applies: an emoji on its own is not evidence of anything — it only matters alongside a real change in behavior, money, or secrecy. The same picture is innocent in the overwhelming majority of messages.
Likewise, symbols flagged Use caution (e.g. 👌, 💯) are hate-adjacent only in specific contexts. The ADL itself stresses that context — never the symbol alone — signals intent.
